测绘资质分为甲、乙、丙、丁四级。

测绘资质的专业范围划分为：大地测量、测绘航空摄影、摄影测量与遥感、地理信息系统工程、工程测量、不动产测绘、海洋测绘、地图编制、导航电子地图制作、互联网地图服务。

测绘资质的业务范围

国家测绘地理信息局是甲级测绘资质审批机关，负责审查甲级测绘资质申请并作出行政许可决定。

省级测绘地理信息行政主管部门是乙、丙、丁级测绘资质审批机关，负责受理、审查乙、丙、丁级测绘资质申请并作出行政许可决定；负责受理甲级测绘资质申请并提出初步审查意见。

2014年7月1日，国家测绘地理信息局以国测管发〔2014〕31号印发修订后的《测绘资质管理规定》。该《规定》分总则、申请与受理、审查与决定、变更与延续、监督管理、罚则、附则7章37条，自2014年8月1日起施行。2009年3月12日发布的《测绘资质管理规定》予以废止。

第六条 申请测绘资质的单位应当符合下列条件：

（二）具有符合要求的专业技术人员、仪器设备和办公场所；

（三）具有健全的技术、质量保证体系，测绘成果档案管理制度及保密管理制度和条件；

（四）具有与申请从事测绘活动相匹配的测绘业绩和能力（初次申请除外）。

第七条 测绘资质审批机关应当将测绘资质行政许可的依据、条件、程序、期限以及需要提交的全部材料的目录等向社会公布。

第八条 测绘资质审批机关应当健全测绘资质管理信息系统维护机制，实现测绘资质行政许可在线受理和审查，方便管理相对人，提高行政效率，增强管理能力。

测绘公司资质办理条件

测绘公司资质办理需要条件：

1、办公场所：各等级测绘资质单位的办公场所：甲级不少于600_，乙级不少于150_，丙级不少于40_，丁级不少于20_。

2、 质量管理：甲级测绘资质单位应当通过ISO9000系列质量保证体系认证；乙级测绘资质单位应当通过ISO9000系列质量保证体系认证或者通过省级测绘地理信息行政主管部门考核；丙级测绘资质单位应当通过ISO9000系列质量保证体系认证或者设区的市级以上测绘地理信息行政主管部门考核

3、档案保密：测绘资质单位应当有健全的测绘成果及资料档案管理制度和保密制度；设立保密工作机构，配备保密管理人员；确定保密要害部门、部位，明确保密岗位责任，与涉密人员签订保密责任书；测绘成果核心涉密人员应当持有省级以上测绘地理信息行政主管部门颁发的涉密人员岗位培训证书；建立测绘成果核准、登记、注销、检查、延期使用等管理制度；生产、存储、处理涉密测绘成果档案的设备设施与条件，应当符合国家保密、消防及档案管理的有关规定和要求。

4、 人员配备：大部分新资质申请需要配备25名人员，其中包括2名高级工程师，8名中级工程师以及15名初级工程师。

5、仪器设备：按各专业标准核算仪器设备数量时，所有权非本单位的、报废的、检定有效期已过的仪器设备等，均不能计入。随着科学技术的发展，性能指标更优越的仪器设备可以替代某一专业标准所规定的相应仪器设备。

关于测绘资质

如果只自己用，不对地图进行修改和制作，是不要测绘资质的。

如果是做导航电子地图或者互联网地图，那一定要测绘资质的，导航电子地图制作要具有与完成道路数据采集和数据信息加工处理能力相匹配的人员和设备等等，申请导航电子地图制作资质的企业注册资金不低于6000万元。人员也要100人左右，至于测绘资质跟一般测测绘资质不一样的。互联网地图制作的测绘资质要乙级以上，人员大概20人，具体见《测绘资质管理规定》和《测绘资质分级标准》

如果买的是国家基础测绘资料，一定要有出处的，地图在中国管得很严的，特别是地图涉及到国家安全等等，你说是自己测的，也需要有有关部门验收，质量检查，成果管理等一系列的东西，不能瞎蹦出来这么些地图数据，更何况国家基础地图你也做不出来的，也不会让你做。具体见《中华人民共和国测绘法》 、《国家基础地理信息数据使用许可管理规定》和《基础测绘成果提供使用管理暂行办法》等一系列政策法规。
